District Judge John Foster accused the police of 'clearing their books with the minimum of effort' by handing out on-the-spot fines to the four French men he branded  'vicious cowards'.

 

His outburst came after he watched CCTV footage of the incident in Barnsley town centre which resulted in only one man - Anthony Hilton - being jailed.
