A MASTERPLAN which sets out a blueprint to revitalise communities in the Dearne over the next decade is set to go out to public consultation.

Known as the Barnsley Dearne 2040 Vision, it will bring together a series of transformational opportunities designed to strengthen local communities, improve connectivity, support new housing and attract investment across the area.

It outlines a clear plan for the Dearne, with opportunities identified in Goldthorpe, Thurnscoe, Bolton-upon-Dearne and surrounding neighbourhoods.

It focuses on improving local centres, boosting active travel connectivity, enhancing green spaces and creating a stronger sense of place for residents, visitors and businesses.

Developed through partnership working across housing, regeneration, transport and communities, the masterplan will act as a blueprint for securing local, regional and national funding, supporting private‑sector investment, and guiding future development.

Ruling cabinet members met on Wednesday to agree the deal, paving the way for a five-week public consultation to allow residents, businesses and community organisations to shape the final vision.

Councillor Robin Franklin, cabinet spokesperson for regeneration and culture, said: “This represents a bold and ambitious step forward for the area.

“It brings together everything residents have told us they value: strong communities, better connectivity, thriving high streets and opportunities for future generations.

“By setting out a clear and deliverable plan, we can attract the investment needed to make these aspirations a reality.

“We’re looking forward to hearing from people during the consultation and working together to shape a positive future for the Dearne.”

The public’s feedback will be used to refine the final strategy, ensuring it reflects the community’s priorities, the council confirmed.

Residents will also be able to take part online, at local events and through a range of engagement activities across the Dearne.

The masterplan will join the town’s others which have been set in Carlton, Goldthorpe, Hoyland North, Hoyland South, Hoyland West, Royston and Barnsley West.

“Despite investment, the Dearne faces ongoing challenges in a number of areas,” a council report added.

“There is a high proportion of poor quality and low-value housing, particularly in the centre of Goldthorpe, and high vacancy rates in the centre detracting from the high street experience.

“A lack of local post-16 education options and limited employment options are made worse by poor connectivity both within Goldthorpe and to the wider area.

“It is proposed that a public consultation on the vision will take place in spring 2026.

“The details of the public consultation, including length of consultation

period, are being developed with officers.

“The importance of obtaining feedback from a diverse group of

respondents is recognised, and as such the consultation strategy being

developed will look at creative ways to encourage engagement from groups not typically represented, including young people.

“It is proposed that the consultation survey will be held primarily online, but will be supported by in-person events presenting the vision and masterplan at local community hubs.”
