Barnsley Council has met to finalise the budget for next financial year - with councillors voting unanimously in favour of the proposals.
Council leader Steve Houghton said it meant the extent of cuts 'imposed on the council' would need to fundamentally change its relationship with Barnsley people and could no longer be the 'monolithic' provider it had historically been.
Some 225 council staff will lose their jobs under a wave of compulsory redundancies.
Chief executive Phil Coppard warned people the impact of the cuts would not be felt until next year when things would reach a 'crescendo'.
