CABINET members are set to sign off on more than £30m worth of improvements to council houses over the next year.

The HRA (Housing Revenue Account) Decent Homes Capital Investment Programme will be delivered by Berneslai Homes, and builds on other similar schemes which were approved by cabinet earlier this year.

The programme sets out a package of improvements designed to help the council reach its target of achieving 100 per cent decent homes compliance across the 18,000-strong housing stock during the next twelve month period.

The programme will include almost £15m for the Homes Standard Programme, £9.4m for the investment programme such as heating and adaptations and £6.4m for other essential works.

This investment will see thousands of key home components replaced or upgraded, including kitchens, bathrooms, roofs, windows, doors, electrical systems, and heating.

Following the completion of stock condition surveys over the past three years, the results have provided a detailed report of the condition of homes, helping council bosses to target investment where it is needed most.

The report said: “In 2026/27, the decency programme will aim to reach its 100 per cent decency across the stock as well as smoothing demand in future years through a data‑driven, risk and condition‑led approach.

“The programme will retain the elemental, package‑based delivery model, comprising of kitchens, bathrooms, roofs, PVCu windows and doors, electrical upgrades, and boiler/heating replacements.

“This approach to the planning and delivery of capital programmes aligns with other approaches in the sector, allowing for investment requirements to be determined based on data evidenced need, rather than the legacy data of previously delivered programmes of work.

“The properties on the BHS 2026/27 elemental packaged-based programmes will continue to support the council’s objective to bring properties up to an energy performance certificate (EPC) rating of C or above, in line with an agreed specification, where required.

“Energy efficiency improvement measures will be delivered in conjunction with decency works such as PVCu windows and doors, boilers, roofs and loft insulation.”

The report also highlights continued investment in fire and building safety, including work across high‑rise buildings and independent living schemes.

If approved, the programme will start from next month with tenants consulted before the work takes place.
