BERNESLAI Homes tenants with a history of antisocial behaviour who have been re-located as a result are monitored ‘robustly’ - though most would be excluded from another property.

At last week’s full council meeting, Hoyland Milton Coun Michael Davies put forward a question about antisocial behaviour with regards to council tenants.

He said: “What protocols are in place to ensure that any relocation of tenants with a history of antisocial behaviour is accompanied by robust behaviour support plans or enforcement measures to prevent recurrence in receiving communities?

“How is the effectiveness of these approaches monitored and reported?”

The question was not heard at the meeting as the time limit for questions had run out but Coun Rocky Laybourn, cabinet support member for regeneration and assets, has provided a response.

He said: “In most circumstances Berneslai Homes tenants who are actively engaged in or have a significant history of antisocial behaviour would be excluded from relocation opportunities.

“Where relocation is considered appropriate, this would only occur following a clear assessment of the circumstances and rationale for doing so.

“This may include consideration of factors such as the safety risks to people or communities, vulnerability issues, or incompatibility with the existing location.

“Such cases are relatively rare.

“Where a decision is made to proceed with a relocation, appropriate measures would be considered and put in place to minimise the risk of antisocial behaviour recurring or being displaced into another community.

“Depending on the circumstances, this may include tenancy management arrangements, support interventions, monitoring activity and where necessary, enforcement measures.”
