AN INVESTIGATION by BBC’s Panorama programme into the firm which hands out parking and littering fines has prompted Barnsley Council to conduct its own review of the firm’s practices.
Kingdom Services has several contracts with the council to provide enforcement on litter, dog fouling and parking.
The programme on Monday night featured undercover footage of enforcement officers bragging about bonuses for issuing tickets, admitting to tactics including ‘pretending’ to call the police when people refuse to surrender ID, and following people.
Kingdom said its ‘competency allowance’ is not a paid incentive for officers to issue fines.
A council spokesman yesterday said the programme had ‘raised some questions’ about the ‘competency payments and confirmed the council would be carrying out a review to make sure they are ‘ethical, compliant with enforcement protocol, and meet the standards we expect’.
